Proposals (choose one):

1. Japanese university students should study in a foreign country for one of their four university years.

 

2. The Ministry of Highways should build sidewalks on every main road in Japan.

 

3. All Japanese professors should be required to have a TOEFL score of more than 500.

 

4. All Japanese houses should be connected to sewage systems, and pit toilets should be made illegal.

 

5. Drivers should have to take a paper test and a road test in order to renew their driver's licences.
